There are two documents that you must complete and submit to Virginia.gov in order to apply for online DMV records access:
DMV Records Access Information
The Virginia Department of Motor Vehicles (DMV) is custodian of driver and vehicle records for the Commonwealth of Virginia. Pursuant to an agreement between DMV and the Virginia.gov, DMV has authorized Virginia.gov to provide authorized users electronic access to DMV records. Section 46.2-208 of the Code of Virginia specifies the entities that may access DMV driver and vehicle records. Each DMV record that you request online costs $7.00, versus the $8.00 that you pay for a record at a DMV service center.

In order to utilize this premium service, you must become a VI subscriber by completing the VI Premium Service Subscription Agreement (PDF) | (Text Version) and pay an annual subscription fee of $95.00 (for complete information, visit the Premium Services page). The annual fee covers expenses such as software and telephone support. You will also be assessed a fee of $105.00 for the cost of one token security device. That device generates a unique password number that an authorized user must enter in order to access DMV records online. If you need additional token devices for other staff members, you may purchase them for $105.00 per device.
Please return the completed subscription agreement, along with a $95.00 check made payable to the Virginia Interactive. VI will bill you, according to the billing preference that you specify in the subscription agreement, for any additional token devices that you need and your monthly record requests. Payments are due by the 25th day of each month for records accessed during the previous month.
You also must complete and return to Virginia.gov an Information Use Application for electronic access to DMV records. The application requests specific information about your online DMV records access, including the purpose(s) for your access, your security measures to ensure protection of the records, and the names of your authorized users. Please provide copies of any documents that verify your entity’s corporate status (e.g., articles of incorporation). DMV must approve your application in order for Virginia.gov to provide your organization online DMV records access.

If you are approved to use the service, Virginia.gov will forward you an information use agreement for your review and signature. We also will send you the token device(s) that you request and instructions on how to access the service.
